Mentally ill worse off than inmates I was just wondering why it is OK for a mentally ill person who doesn't understand what he has done or what at he is doing to have to sleep on a bench, couch or even a floor, but a rapist or murderer who knows what he has done and is sentenced to prison has all kinds of rights. There is something wrong with this system. Disability payments should have arrived by now What was the final action taken on transferring money from one fund to another to pay people waiting for years for their workers compensation payments? Abulfaz Elchibey, Azerbaijan's first president after the 1991 breakup of the Soviet Union, died Tuesday in Ankara, Turkey, of prostate cancer of a law written to end a passage funding shortfall at the Multiple Injury Trust Fund, formerly the Special Indemnity Fund, which owed disabled workers $36 million. Payments were due to 5,047 injured workers. Many checks were addressed to attorneys of disabled workers, who, by law, can claim 20 percent of the amount awarded for legal services rendered. The Oklahoma Legislature in March passed Senate Bill 1414 by Sen. Brad Henry, D-Shawnee, and Rep.

The bill allowed the State Insurance Fund to lend the Multiple Injury Trust Fund as much as $37 million so that it could pay the nearly 6,000 workers with permanent partial disabilities the money they had been awarded.

The State Insurance Fund, which provides one-fourth of all workers compensation insurance in the state, loaned $36 million to the Multiple Injury Trust Fund to pay off the backlogged awards. The loan will be paid off through a new insurance fee to businesses in 17 to 30 years at 7 percent interest. Because the federal Americans With Disabilities Act prohibits businesses from discriminating against workers with disabilities, the Multiple Injury Fund is no longer needed and will be phased out. It is no longer taking claims. The fund was started to encourage businesses to hire workers with multiple injuries but not pay expensive workers comp insurance.

The multiple injury fund had paid two kinds of awards: to workers with permanent total disabilities and to those with permanent partial disabilities. Until the new law, the fund was able to make payments only to workers with permanent total disabilities with no money left over to pay those with permanent partial disabilities.
